THE CONSTITUTION OF

CALVARY PANDAN BIBLE-PRESBYTERIAN CHURCH YOUTH FELLOWSHIP

ARTICLE I

The full name of this Youth Fellowship shall be the “Calvary Pandan Bible-Presbyterian Church Youth Fellowship”.

The name of this Youth Fellowship shall be abbreviated “Calvary Pandan Youth Fellowship” (C.P.Y.F.).

ARTICLE II

This Youth Fellowship shall be located at the premises of Calvary Pandan Youth Centre, at No. 201, Pandan Gardens, Singapore 609337.

ARTICLE III

The motto of this Youth Fellowship shall be: “TO KNOW CHRIST AND TO MAKE HIM KNOWN”.

ARTICLE IV – OBJECTIVES

To lead Youth to:

1)   personal experience of the Lord Jesus as Saviour and Master.
2)   become loyal Christian disciples and members of the B-P Church.
3)   witness for Christ thus directing others to Him.
4)   be faithful stewards of their time, talent and money.
5)   participate in the ministries and missions of Calvary Pandan B-P Church.

To help Youth to:

1)   worship the Lord in spirit and in truth.
2)   grow in their knowledge and understanding of Bible truths.
3)   apply Christian principles in every area of life.
4)   develop the habit of personal Bible study and devotion.
5)   participate in the ministries and missions of Calvary Pandan B-P Church.

ARTICLE V – DOCTRINAL STATEMENT

The doctrinal stand of the Youth Fellowship shall be the same as that of the Calvary Pandan Bible-Presbyterian Church, namely:

1)   we believe in the Scriptures of the Old and New Testaments as verbally inspired of God, and inerrant in the original writings, and that they are of supreme authority in faith and life.

2)   we believe in one God existing in three co-equal and eternal Personals – Father, Son and Holy Spirit.

3)   we believe that Jesus Christ, the eternal Son of God, was conceived by the Holy Spirit and born of the Virgin Mary, and is true God and true Man.

4)   we believe that man was created in the image of God, but that through the fall of Adam, he sinned and thereby incurred not only physical death, but also that of spiritual death which is separation from God; and that all human beings are born with sinful nature and become sinners in thought, word and deed.

5)   we believe that Jesus died for our sins according to our Scriptures, as a representative and substitutionary sacrifice, and that all who repent of their sins and believe in Him are justified before God on the ground of His shed blood.

6)   we believe in the bodily resurrection of our Lord Jesus Christ, in His ascension into Heaven and in His present life, there for us as High Priest and Advocate.

7)   we believe in the personal, visible and pre-millennial return of our Lord and Saviour Jesus Christ to judge the world and bring peace to the nations.

8)   we believe that salvation is by grace through faith and not by works and that all who repent and receive the Lord Jesus Christ as their personal Saviour are born again by the Holy Spirit and thereby become the children of God.

9)   we believe that Christ instituted the ordinances of Water Baptism for believers and their children, and the Lord’s Supper, which ordinances shall be observed by His Church till His comes.

10) we believe in the eternal security, bodily resurrection and eternal blessedness of the saved, and the bodily resurrection and eternal conscious punishment of the lost.

11) we believe in the real, spiritual unity in Christ of all redeemed by His precious blood, and the necessity of maintaining the purity of the Church in doctrine and life according to the Word of God.

ARTICLE VI – MEMBERSHIP

1)   Membership shall be open to persons who are at least fifteen years of age, who are agreeable with or support the doctrine of the Calvary Pandan B-P Church and ordinances set down by this Youth Fellowship.

1)   However, membership can be granted to those who are fourteen years of age, if they satisfy the following conditions:

a.   when the applicant is a member of Teens Department, then approval from both fellowship committees is necessary.
a.   for cases other than 2a, approval of membership will only be granted by the Executive Committee.
a.   applicant must write in stating their reasons of application.

3)   Membership shall be effective from date of approval of membership till the closing date of renewal of membership.

ARTICLE VII – MEMBERSHIP PLEDGE

The membership pledge shall be as follows:

In joining the Youth Fellowship, I declare my faith in Jesus Christ as my personal Saviour and Lord. I have read the Constitution and agree to adhere to its rulings.

As a member of the Youth Fellowship, I shall endeavour to attend each meeting; to pray for other members; to win others to Christ; to take part in meetings when asked; in all things to glorify God in my life.

ARTICLE VIII – TYPES OF MEMBERSHIP

1)   Ordinary Membership is open to those who are between 15 and 25 years of age. These will be eligible to vote and to stand for election. Such membership shall be renewable yearly. Renewal of membership shall terminate on attainment of age 25.

2)   Honorary Membership will be awarded to outstanding Ordinary Members who are of age 25. Recommendation and selection of Honorary Member will be made by the Executive Committee members. Honorary Members shall not be eligible to vote or stand for election.

3)   The session-appointed advisor to the Youth Fellowship shall be empowered to grant exceptions to the age ceiling imposed in clauses 1) and 2).

ARTICLE IX – APPLICATION FOR RENEWAL OF MEMBERSHIP

1)   Every applicant for membership except Honorary Membership shall be proposed by one Ordinary Member and seconded by another.

2)   Application shall be made on a form provided by the Youth Fellowship.

3)   Approval of membership shall be by the Executive Committee.

4)   Renewal of membership shall be made on forms provided.

ARTIVLE X – NOTICE OF WITHDRAWAL OF MEMBERSHIP

1)   Members wishing to cease membership shall inform the Executive Committee in writing.

2)   Members guilty of un-Christian conduct may be asked to withdraw from the membership of the Youth Fellowship, if deemed necessary by the Executive Committee.

ARTICLE XI
SECTION I – OFFICE BEARERS

The affairs of the Youth Fellowship shall be managed by an Executive Committee consisting of some or all of the following:

a)   President
b)   Vice-President
c)   Secretary
d)   Treasurer
e)   Publicity Secretary
f)   Two Committee Members

The above mentioned posts of President and Vice-President shall be elected by secret ballot towards the end of each term of office by the Ordinary Members, whereas the rest of the Executive Committee shall be elected without any post attached. The appointment of the other Office Bearers namely Secretary, Treasurer, Publicity Secretary and two other Committee Member shall be determined within the Executive Committee at a later time. However, the President reserves the right to finalise the appointments, with the concurrence of the Advisor(s), afterwhich the members of the Youth Fellowship shall be informed. The Executive Committee shall have the power to co-opt other members to fill vacancies that arise from the resignation of any members of the Committee.

The Executive Committee may, by a majority vote, and after consultation with the session of the Church, suspend or dismiss any office-bearer for neglect of duty or refusal to carry out its decision or for any other reason which it seems good and sufficient in the interest of the Youth Fellowship.

SECTION II – POWERS AND DUTIES OF OFFICE BEARERS

1) THE PRESIDENT

a)   shall be the chairman of the Executive Committee.
a)   shall have the casting vote at meeting of the Executive Committee and of the general body in the event of a tie.
a)   shall have the power to call meetings of the Youth Fellowship and of the Executive Committee.
a)   shall prepare the annual general report, present it at the Annual General Meeting.

2) VICE-PRESIDENT

a)   shall assist the President in the discharge of his/her duties.
b)   shall act for the President in his/her absence.
c)   shall distribute the electoral Registrar of the Youth Fellowship to all members at least two weeks prior to the date of the election.

3) SECRETARY

a)   shall maintain correctly and update all records of the Youth Fellowship.
b)   shall conduct all its correspondence.
c)   shall summon the general meetings of the Executive Committee.
d)   shall record the proceedings of all Executive Committee. Minutes of Executive Committee meetings shall be prepared by the Secretary and handed to the Committee Members before the next Committee meetings.

4) TREASURER

a)   shall be responsible for the proper keeping of the Youth Fellowship funds.
b)   shall arrange for the weekly collection of free-will offerings at Youth Fellowship meetings.
c)   shall take charge of all money received by the Youth Fellowship from members and others, and make disbursements in accordance with the directions of the Executive Committee.
d)   shall present a monthly report at meetings of the Executive Committee.

5) PUBLICITY SECRETARY

a)   shall publicise all weekly Youth Fellowship meetings.
b)   shall arrange for announcements of Youth Fellowship activities to be made at the Church services.

6) TWO COMMITTEE MEMBERS

a)   shall be responsible for the assignments given to them by the Committee as a whole.
b)   shall be in-charge of recreation.

ARTICLE XII – ELECTION OF THE EXECUTIVE COMMITTEE

1)   The electoral Registrar shall contain names of Ordinary Members and shall be distributed by the Vice-President two weeks prior to the Election.

2)   Candidates shall be proposed and seconded by Ordinary Members.

3)   No Member shall hold more than two offices during the same term.

4)   Each Member shall be entitled to one vote for one office.

5)   Members shall not be nominated in absence except with written consent obtained in advance.

6)   Election shall be by secret ballot towards the end of each term.

7)   Executive Committee Members shall serve a term of one year but shall be eligible for re-election.

ARTICLE XIII – MEETINGS

1)   Youth Fellowship meeting shall ordinarily be held every Saturday at Calvary Pandan Youth Centre, No. 201, Pandan Gardens, Singapore 609337.

2)   Executive Committee meetings shall be held at least once a month with at least 50% of the total number of the Executive Committee members forming the quorum.

3)   Annual General Meeting shall be held at the end of each term of office with at least half of the Ordinary Membership forming the quorum.

ARTICLE XIV – FINANCE

1)   The Youth Fellowship shall be supported by the free-will offerings of members and friends.

2)   Offerings shall normally be taken weekly at Youth Fellowship meetings.

3)   The Youth Fellowship Statement of Accounts shall be audited by an Auditor appointed by the Members when electing the new Executive Committee. The Auditor need not be a member of the Youth Fellowship.

ARTICLE XV – CONDUCT OF MEMBERS

1)   Members shall be clean in speech, polite in manners and helpful to others.

2)   Members shall give their service, freely and cheerfully, especially when called upon by Session Members of the Calvary Pandan B-P Church.

3)   Members shall be sincere and honest.

4)   Members shall be punctual for meetings.

5)   Members shall be neat in their appearance and modest in their dress.

6)   Members shall lead a healthy spiritual life.

ARTICLE XVI – THE YOUTH FELLOWSHIP IN RELATION TO THE CALVARY PANDAN B-P CHURCH

1)   The Pastor/Chairman shall be ex-officio President of the Youth Fellowship and shall be entitled to chair all meetings.

2)   The Officers of the Youth Fellowship must be approved by the Pastor or Session of the Church and be formally installed at an appropriate Service of Dedication before taking office.

3)   In order to maintain fully harmony and co-ordination between the Church and the Youth Fellowship it shall have at least one Session Member of Advisor(s) in its Committee.

4)   The Rules and Constitutions of the Youth Fellowship shall be approved by the Session or Pastor before being adopted or published.

5)   Literary materials shall be approved by the Session, Pastor or Advisor(s) before being published or circulated.

6)   The Youth Fellowship shall submit to the Session a copy of the Minutes of each meeting held.

7)   All speakers to be invited by the Youth Fellowship shall be first approved by the Session or the Pastor.

ARTIVLE XVII – YOUTH FELLOWSHIP IN RELATIONSHIP TO CHURCH PROPERTY

1)   The Church Property shall at all times be used, kept and maintained in a manner worthy of our Lord and Master.

2)   No un-Christian or worldly practices such as dancing, smoking, gambling, drinking and playing of pop music shall be permitted on the premises.

3)   All users of the property and articles therein e.g. hymn books, chairs, tables, etc… are expected to exercise due care and respect and to leave the premises in order, clean and tidy for the next users.

4)   An atmosphere of orderliness, beauty and peace shall be maintained at all times within the Church premises, so that all who enter in shall fell the welcome of this House of God.

5)   Property purchased or used by the Youth Fellowship which subsequently ceases to function shall become the property of the Church.

ARTICLE XVIII – AMENDING THE CONSTITUTION

1)   Any amendment to the Constitution shall be made at the Annual General Meeting or Extra-ordinary General Meeting.

2)   Any proposed amendment to the Constitution shall be presented by members or the Advisors to the Secretary at least two weeks before the Annual General Meeting or Extra-ordinary General Meeting.

3)   The proposed amendment shall be posted up in full on the Youth Fellowship notice board and copies sent to all members one week before the Annual General Meeting or Extra-ordinary General Meeting.

4)   Any amendment to the Constitution shall be carried only if at least half the number of the Ordinary Members present at the Annual General Meeting or Extra-ordinary General Meeting shall vote in favour of it.

5)   In any amendment to the Constitution, Session members of the Church and Honorary Members of the Youth Fellowship shall have the right to give their views though without vote.

BY LAWS

THE ADVISORY BOARD

The advisors shall consist of either (i) or (ii) or both of the following:

i)    one person elected annually by the incoming Youth Fellowship Executive Committee and approved by the Session of the Church.

ii)   one person appointed by the Session of the Church.
